गौचर। मुख्यमंत्री पुष्कर सिंह धामी ने बृहस्पतिवार को गौचर में आयोजित ‘नंदा-गौरा’ महोत्सव में प्रतिभाग किया। उन्होंने कहा कि हमारी मातृशक्ति प्रधानमंत्री नरेंद्र मोदी द्वारा दिए गए आत्मनिर्भर भारत और वोकल फॉर लोकल’’ के मंत्र को धरातल पर उतारने का काम कर रही है। मातृशक्ति के सहयोग से ही हमारा राष्ट्र उन्नति के नए शिखर को छू रहा है। इस अवसर पर मुख्यमंत्री ने सीमांत जनपद चमोली के लिये 400 करोड से अधिक़ की 604 विकास योजनाओं का लोकापर्ण एवं शिलान्यास किया। जिसमें 97 करोड लागत़ की 260 योजनाओं का लोकार्पण तथा 303 करोड़ की 344 योजनाओं का शिलानयास शामिल है। इस दौरान मुख्यमंत्री ने कन्या पूजन कर मातृशक्ति को भी सम्मानित किया।
मुख्यमंत्री के रोड शो में उमड़ा जन सैलाब
मुख्यमंत्री ने गौचर हवाई पट्टी से मेला मैदान तक विशाल रोड शो में भी प्रतिभाग किया। इस दौरान सीमांत के लोगों तथा स्थानीय विद्यालय के छात्रों ने पारंपरिक परिधान एवं वाद्य यंत्रों के साथ पुष्प वर्षा कर मुख्यमंत्री का भव्य स्वागत किया। महिलाओं ने कलश यात्रा और विद्यालय के बच्चों ने नंदा देवी राजजात, छोलिया नृत्य, पांडव नृत्य, मंगलगान, लोक नृत्य की प्रस्तुति दी। मुख्यमंत्री ने हजारों की संख्या में पहुंची मातृशक्ति का अभिवादन किया।
मुख्यमंत्री ने पहाड़ की पारंपरिक वस्तुओं को बढ़ावा देने के उदेश्य से रांछ पर कालीन बुनाई, पहाड़ की पारंपरिक चक्की (जांदरा) चलाया, पैडल चरखे पर ऊन कताई, रिंगाल की टोकरी बुनने और दुर्लभ भोजपत्र पर कैलीग्राफी भी की और महिला समूहों के साथ विभिन्न क्रियाकलाप कर स्थानीय संस्कृति को जाना और अपनी पुरानी यादों को साझा किया। मुख्यमंत्री ने उत्पादों की सराहना करते हुए यात्रा मार्ग पर भी आउटलेट खोलने एवं पारंपरिक तरीके से बन रहे कालीन, पंखी, दोखे, शौल, टोपी आदि का खूब प्रचार करने को कहा। मुख्यमंत्री ने लेन्टाना घास से बनाई गई उपयोगी सामग्री की भी सराहना की।
नंदा-गौरा महोत्सव को संबोधित करते हुए मुख्यमंत्री ने कहा मां नन्दा चमोली जिले के साथ ही पूरे गढ़वाल और कुमांऊ मंडल में अधिष्ठात्री देवी के रूप में पूजनीय है। मां नंदा को हम ध्यांण मानते हैं और एक विवाहित बेटी के रूप में मां नंदा की कैलाश विदाई के लिए हर साल सिद्वपीठ कुरूड़ से लोकजात यात्रा और 12 वर्षो में राजजात यात्रा आयोजित की जाती है। जबकि गौरा देवी पर्यावरण संरक्षण को लेकर विश्व विख्यात चिपको आंदोलन की अगुवा रही हैं। उन्होंने कहा कि यह भगवान बद्रीनाथ की पावन भूमि है। उन्होंने इस कार्यक्रम में शामिल होना अपना सौभाग्य बताया।
मुख्यमंत्री ने कहा कि हमारी सरकार मातृशक्ति के उत्थान को समर्पित है। प्रधानमंत्री नरेन्द्र मोदी के मार्गदर्शन में सरकार लगातार महिलाओं के कल्याण हेतु विभिन्न कार्यक्रम आयोजित कर रही है। उत्तराखंड में समान नागरिक संहिता को विधानसभा में पारित कर जनता से किया वादा पूरा किया है। समान नागरिक संहिता किसी जाति, धर्म-समुदाय के लिए न होकर पूरे राज्यवासियों के हितों के लिए है।
मुख्यमंत्री ने कहा कि मातृ शक्ति के सहयोग के बिना किसी भी समाज या किसी भी राष्ट्र का संपूर्ण विकास नहीं हो सकता। आज प्रदेश के दुर्गम गांव-गांव में महिलाएं सेल्फ हेल्प ग्रुप बनाकर कुटीर उद्योगों के जरिए ग्रामीण अर्थव्यवस्था को गति प्रदान कर रही हैं। महिलाओं के पास कौशल की कभी कोई कमी नहीं रही और अब यही कौशल उनकी आर्थिकी को शक्ति प्रदान कर रहा है। मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेन्द्र मोदी ने 23 करोड़ महिलाओं के बैंक खाते खोले और अब हर तरह की सब्सिडी सीधे उनके खाते में ही जमा हो रही है। मुख्यमंत्री ने कहा कि प्रदेश सरकार ने सरकारी नौकरियों में महिलाओं को 30 प्रतिशत आरक्षण देने के साथ ही मुख्यमंत्री नारी सशक्तिकरण योजना, मुख्यमंत्री महालक्ष्मी योजना, लखपति दीदी योजना, मुख्यमंत्री आंचल अमृत योजना, मुख्यमंत्री स्वरोजगार योजना, मुख्यमंत्री अल्पसंख्यक मेधावी योजना, नंदा गौरा मातृवंदना योजना और महिला पोषण अभियान जैसी योजनाएं प्रारंभ की हैं।
मुख्यमंत्री ने कहा कि हमारी माताएं, बहनें आज कुटीर उद्योगों के माध्यम से ग्रामीण अर्थव्यवस्था को मजबूत बनाने का काम कर रही है। प्रधानमंत्री के माणा गांव के भ्रमण के दौरान हमारी बहनों ने उनको भोजपत्र पर लिखा एक अभिनंदन पत्र भेंट किया था। प्रधानमंत्री ने मन की बात कार्यक्रम के 103 वॉ संस्करण में भी भोजपत्र के उत्पादों की जमकर सराहना की। मुख्यमंत्री ने कहा कि प्रधानमंत्री मोदी के मूल मंत्र ‘‘सबका साथ, सबका विकास, सबका विश्वास और सबका प्रयास’’ को हमने आत्मसात किया है। चमोली की जनता का हमेशा से उन्हें स्नेह मिलता रहा है। इसी का प्रतिफल है कि आज चार सौ करोड़ से भी अधिक योजनाओं का लोकार्पण और शिलान्यास हुआ है। उन्होंने कहा कि हमारी सरकार उत्तराखंड को सर्वश्रेष्ठ राज्य बनाने के लिए निरंतर काम रही है।

मुख्यमंत्री ने प्रधानमंत्री आवास योजना के तहत ग्राम पंचायत दुआ की राजेश्वरी देवी, कुसुम देवी और यशोदा देवी तथा अटल आवास योजना के तहत ग्राम सूकी सुराईथोटा की नन्दी देवी एवं ग्राम तोलमा सुराईथोटा की सरिता देवी को भवन की चाबियॉ प्रदान की। ग्राम नौटी की नीमा मैठाणी को उत्कृष्ट कृषि कार्य हेतु 25 हजार का चेक और प्रशस्ति पत्र प्रदान किया। इस दौरान उल्लेखनीय कार्य कर रहे युवक मंगल दल बूरा, लुणतरा एवं वादुक को 75-75 हजार रूपए और महिला मंगल दल आला जोखना को 37,500 हजार रुपये का चेक वितरण किया।

मुख्यमंत्री ने नंदा गौरा महोत्सव में कृषि क्षेत्र में उत्साहवर्धक कार्य करने हेतु मत्स्य पालन में मुल्लागांव ग्वाड की लीला देवी व ग्राम पिण्डवाली की सीता देवी, परम्परागत हस्तशिल्प में अपर बाजार चमोली की सुनीता देवी, ग्राम गमशाली की रूकमणी देवी, पर्यटन क्षेत्र में मंडल की पूजा देवी तथा महिलाओं के उत्थान एवं सशक्तिकरण में योगदान और तीलू रौतेली पुरस्कार से सम्मानित ग्राम मठ की चन्द्रकला तिवारी, गोपेश्वर की मीना तिवारी और शशी देवली को प्रशस्ति पत्र देकर सम्मानित किया। इस अवसर पर जनपद के प्रभारी मंत्री डॉ धन सिंह रावत ने कहा कि मुख्यमंत्री धामी के नेतृत्व में पूरे प्रदेश में स्वास्थ्य सेवाओं को सुदृढ़ करने का काम किया जा रहा है। अस्पतालों में रिक्त चिकित्सकों के पदों को भरने का काम धामी सरकारी में संभव हुआ है।
