देहरादून। राज्य में खेल मैदानों और मिनी स्टेडियमो के निर्माण के लिए साशन स्तर पर मानकों का निर्धारण कर दिया गया है जिसके लिए जिओ भी जारी हो चुका है। खेल एवं युवा कल्याण मंत्री रेखा आर्या ने जानकारी देते हुए बताया कि पूर्व में खेल और मिनी स्टेडियमों के बाबत साशन स्तर पर पत्राचार किया गया था।उन्होंने कहा कि हमारी सरकार मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में सरलीकरण,समाधान और निराकरण के धेय वाक्य पर लगातार आगे बढ़ रही है।
खेल मंत्री ने बताया कि जारी हुए जिओ के अनुसार खेल मैदान की भूमि युवा कल्याण विभाग के नाम राजस्व अभिलेखों में दर्ज की जानी चाहिए। भूमि निजी दानदाताओं द्वारा दान के रूप में अथवा ग्राम समाज / नजूल या अन्य राज्य सरकार के स्वामित्व की भूमि का आवंटन युवा कल्याण विभाग के नाम सम्बन्धित जनपद के जिलाधिकारी द्वारा निःशुल्क किया जाएगा। निजी दानदाताओं द्वारा दी गई भूमि की रजिस्ट्री पर होने वाला व्यय विभाग द्वारा स्वयं वहन किया जाएगा।वहीं किसी शासकीय विभाग, प्राधिकरण, राजकीय / शासकीय सहायता प्राप्त संस्थान / विद्यालय, माध्यमिक विद्यालय / महाविद्यालय की भूमि पर संबन्धित संस्था / विभाग के अनापत्ति प्रमाण पत्र के साथ खेल मैदान का निर्माण प्रस्तावित किया जा सकता है। अन्य प्रकार की भूमि होने पर युवा कल्याण विभाग के नाम हस्तान्तरण होने के पश्चात ही खेल मैदान का निर्माण प्रस्तावित किया जाएगा।
खेल मैदान की कुल लागत रू० 42 लाख 50 हजार रुपये होगी जिसमे जिलाधिकारी की संस्तुति के आधार पर भूमि के कटान, समतलीकरण, भरान एवं रिटेनिंग वॉल के निर्माण हेतु12. 50 लाख रुपये की धनराशि की सीमा तक तय की गई है वही 5 लाख रुपये तक कि धनराशि खेल उपकरणों के लिए रखी गई है।
कहा कि खेल मैदान में दौड़, लम्बीकूद एवं ऊंचीकूद, थ्रो पर आधारित खेल, खो-खो, कबड्डी, वालीबाल, फुटबाल, बास्केटबाल, पुशअप, चिनअप, ताईक्वांडो, बाक्सिंग आदि सुविधाएँ उपलब्ध कराई जायगी। युवाओं के विभिन्न खेलों में प्रशिक्षण हेतु 01 खेल प्रशिक्षक खेल विभाग द्वारा निर्धारित मानदेय के आधार पर तैनात किया जाएगा जिसका मानदेय का भुगतान युवा कल्याण विभाग की जिला योजना से किया जाएगा तथा तैनात अंशकालिक प्रशिक्षक को एक से अधिक खेल मैदानों में प्रशिक्षण का दायित्व दिया जा सकता है।
वहीं मिनी स्टेडियम के निर्माण की जानकारी देते हुए खेल मंत्री ने बताया कि मिनी स्टेडियम के निर्माण हेतु कुल 70 लाख रुपये की धनराशि रखी गई है जिसमे उपकरणों की खरीद के लिए भी राशि सुनिश्चित की गई है।वहीं मिनी स्टेडियम में विभिन्न खेलों के प्रशिक्षण हेतु कम से कम 01 खेल प्रशिक्षक खेल विभाग द्वारा निर्धारित मानदेय के आधार पर तैनात किया जाएगा, जिसके मानदेय का भुगतान युवा कल्याण विभाग की जिला योजना से किया जाएगा तथा तैनात अंशकालिक प्रशिक्षक को एक से अधिक मिनी स्टेडियमों में प्रशिक्षण का दायित्व दिया जा सकता है। क्षेत्रीय युवा कल्याण अधिकारी एवं विभागीय व्यायाम प्रशिक्षक द्वारा प्रशिक्षण कार्यों का पर्यवेक्षण नियमित रूप से किया जाएगा, आवश्यकतानुसार उक्त मिनी स्टेडियम में खेल विशेष के प्रशिक्षण हेतु खेल विभाग के माध्यम से अस्थाई खेल प्रशिक्षक भी तैनात किया जा सकेगा।मिनी स्टेडियम के रख-रखाव का मुख्य दायित्व इस स्टेडियम में नियुक्त खेल प्रशिक्षक का होगा और प्रत्येक वर्ष आवश्यकतानुसार टूट-फूट एवं खेल उपकरणों हेतु प्रतिवर्ष रु० 10 हजार जिला योजना से उपलब्ध कराया जाएगा।
