देहरादून। मुख्य सचिव राधा रतूड़ी ने लोक निर्माण, सिंचाई, पशुपालन, स्कूली शिक्षा, कौशल तथा तकनीकी शिक्षा विभाग को 24 घण्टे की डेडलाइन देते हुए अवशेष 383.11 करोड़ रूपये के प्रोजेक्ट तत्काल नाबार्ड को भेजने के सख्त निर्देश दिए हैं। इसके साथ ही श्रीमती रतूड़ी ने 31 जुलाई की समयसीमा निर्धारित करते हुए सभी विभागों को वित्त विभाग को डीपीआर भेजने के निर्देश दिए हैं। मुख्य सचिव ने विभागों को भविष्य में नाबार्ड की समयसीमा के अनुसार ही अपने प्रोजेक्ट के बजट बनाकर समयबद्धता से भेजने की सख्त हिदायत दी है।
सीएस श्रीमती राधा रतूड़ी ने विभागों को अपने प्रोजेक्ट के प्रस्ताव, आहरण, प्रोजेक्ट कम्पलीशन सर्टिफिकेट (पीसीसी), प्रोजेक्ट कम्पलीशन रिपोर्ट (पीसीआर) को ऑनलाइन जमा करने के निर्देश दिए हैं। मुख्य सचिव ने विभागों को प्रोजेक्ट पूरे होने पर एक सप्ताह के भीतर प्रोजेक्ट कम्पलीशन सर्टिफिकेट तथा छः माह के भीतर प्रोजेक्ट कम्पलीशन रिपोर्ट (पीसीआर) जमा करवाने के निर्देश दिए हैं। इसके साथ ही श्रीमती राधा रतूड़ी ने विभागों को शहरी अवसंरचना विकास निधि (यूआईडीएफ) के तहत पार्किंग, मलिन बस्तियों के पुनर्विकास एवं शहरी वनीकरण के प्रोजेक्ट को शीर्ष प्राथमिकता पर नाबार्ड को भेजने के निर्देश दिए हैं।
सीएस श्रीमती रतूड़ी ने विभागों को सख्त हिदायत दी है कि नाबार्ड को सिर्फ उच्च गुणवत्ता वाले तथा योग्य प्रोजेक्ट ही प्रस्तावित किए जाने चाहिए। प्रोजेक्ट्स की प्राथमिकता भी विभागों द्वारा ही तय की जानी चाहिए । और विभागों को यह भी सुनिश्चित करना चाहिए कि फण्डिंग की डुप्लीकेसी ना हो। उन्होंने अपेक्षाकृत छोटे प्रोजेक्ट को नाबार्ड में प्रस्तावित ना करने का सुझाव दिया है। मुख्य सचिव ने विभागों को दिए गए लक्ष्य के 50 प्रतिशत प्रोजेक्ट 30 जून, 60 प्रतिशत प्रोजेक्ट 31 जुलाई तथा 100 प्रतिशत प्रोजेक्ट 15 अगस्त तक वित्त विभाग को भेजने के निर्देश दिए हैं।
उन्होंने वित्त विभाग को भी प्रतिपूर्ति ( reimbursement )हेतु बिल नाबार्ड में जमा कराने हेतु प्रत्येक चार माह का टारगेट दिया है। मुख्य सचिव श्रीमती राधा रतूड़ी ने सभी विभागों को कड़ाई से स्पष्ट किया है कि प्रतिपूर्ति ( reimbursement ) लेने में असफल होने वाले विभागों को इस सम्बन्ध में भविष्य में कार्यशैली में सुधार करना होगा। मुख्य सचिव ने सिंचाई विभाग को जलस्रोतों एव नदियों के पुनर्जीवीकरण के प्रोजेक्ट नाबार्ड हेतु प्रस्तावित करने के निर्देश दिए।
सचिवालय में नाबार्ड की उच्चाधिकार प्राप्त समिति की बैठक की अध्यक्षता के दौरान मुख्य सचिव श्रीमती राधा रतूड़ी ने कहा कि राज्य के ग्रामीण विकास में नाबार्ड द्वारा प्राप्त होने वाली वित्तीय सहायता का अधिकतम उपयोग सुनिश्चित किया जाना चाहिए।
बैठक में जानकारी दी गई कि वित्त विभाग द्वारा कुल 360.47 करोड़ रूपये के प्रोजेक्ट प्राप्त किए गए हैं जिनमें सिंचाई विभाग से 77.40 करोड़ के 10 प्रोजेक्ट, लोक निर्माण विभाग से 193.11 करोड़ के 89 प्रोजेक्ट, तकनीकी शिक्षा से 66.96 करोड़ के 4 प्रोजेक्ट, पशुपालन से 9.52 करोड़ का 1 प्रोजेक्ट, ग्रामीण निर्माण विभाग से 13.4811 करोड़ के 5 प्रोजेक्ट हैं। वर्ष 2023-24 में राज्य को नाबार्ड द्वारा कुल अनुमोदित 904.4 करोड़ के सापेक्ष भुगतान 954.9 करोड़ रहा है। वर्ष 2024-25 के लिए आरआईडीएफ के तहत 1200 करोड़ का अनुमोदित लक्ष्य तथा 969 करोड़ रूपये का प्रतिपूर्ति ( reimbursement ) लक्ष्य रखा गया है।
राज्य में नाबार्ड के तहत ग्रामीण अवसंरचना विकास निधि (आरआईडीएफ) से 2.05 लाख हेक्टेयर भूमि पर सिचाई सुविधाओं का सृजन एवं पुनर्द्धार किया गया है। लगभग 14,766 किमी ग्रामीण सड़कों के नेटवर्क का निर्माण एवं सुधार किया गया है। 27307 मीटर ब्रिज का निर्माण हो चुका है। 23.77 लाख ग्रामीण आबादी को पेयजल सुविधा मिल चुकी है। 241 स्कूल एवं आईटीआई का निर्माण एवं पुनरुद्धार हो चुका है।
