लोकसभा चुनाव में भाजपा और कांग्रेस दोनों गठबंधन बना रहे हैं। दोनों का फर्क यह है कि भाजपा का गठबंधन उसकी शर्तों पर हो रहा है, जबकि कांग्रेस सहयोगी पार्टियों की शर्तों पर गठबंधन कर रही है। यह दोनों पार्टियों की राजनीतिक स्थिति का फर्क भी बताता है। एक तरफ 10 साल से सत्ता में रह कर बेहिसाब शक्ति और संपदा इक_ा करने वाली भाजपा है तो दूसरी ओर राजनीति के बियाबान में भटक रही कांग्रेस है, जो 10 साल से सत्ता से बाहर है, राज्यों में कई जगह जीती हुई सरकारें गंवा चुकी है और ज्यादातर नेता केंद्रीय एजेंसियों की जांच के दायरे में हैं।
तभी ऐसा लग रहा है कि वह कहीं भी गठबंधन करने के लिए अपनी शर्तें आरोपित करने की स्थिति में नहीं है। पिछले साल के अंत में हुए राज्यों के चुनाव में खराब प्रदर्शन ने कांग्रेस की मोलभाव करने की क्षमता को और कम कर दिया। अब स्थिति यह है कि वह महाराष्ट्र में दूसरे नंबर की पार्टी के तौर पर लड़ेगी तो पश्चिम बंगाल में सभी सीटों पर उम्मीदवारों की ममता बनर्जी की एकतरफा घोषणा के बावजूद पार्टी के राष्ट्रीय अध्यक्ष मल्लिकार्जुन खडग़े कह रहे हैं कि अब भी तालमेल हो सकता है। कांग्रेस को आम आदमी पार्टी के साथ तालमेल में कई जगह समझौता करना पड़ा है। उसके नेता मजबूरी बताते हुए कह रहे हैं कि कैसे गुजरात में भरूच की अहमद पटेल की सीट आप के लिए छोडऩी पड़ी। लोकसभा सीटों के समझौते के नाम पर झारखंड में जेएमएम ने राज्यसभा की कांग्रेस की सीट हथिया ली है।
बहरहाल, कांग्रेस की कमजोरियां अपनी जगह हैं और सत्ता से बाहर होने के अलावा भी उसके कई कारण हैं। उसके बरक्स भाजपा सभी नए और पुराने सहयोगी दलों के साथ अपनी शर्तों पर समझौता कर रही है। भाजपा ने 38 पार्टियों का गठबंधन बनाया है लेकिन यह सुनिश्चित किया है कि पिछले एनडीए की छाया इस पर नहीं रहे। यह नया एनडीए है, जिसमें सब कुछ भाजपा के हिसाब से हो रहा है। बिहार एकमात्र अपवाद है, जहां भाजपा को मशक्कत करनी पड़ रही है। लेकिन उसके भी ऐतिहासिक कारण हैं। बिहार में भाजपा कभी भी मजबूत ताकत नहीं रही है।
तभी उसे हमेशा नीतीश कुमार के सहारे की जरुरत पड़ती है। जब वह 2014 में अकेले लड़ी थी तब भी उसे रामविलास पासवान और उपेंद्र कुशवाहा के सहारे की जरुरत थी। 2019 से पहले भाजपा ने प्रयास करके नीतीश की एनडीए में वापसी कराई थी और जब वे 2022 में फिर साथ छोड़ कर चले गए थे तो तमाम नाराजगी के बावजूद 2024 में फिर उनकी वापसी कराई गई है। लेकिन इस बार मामला थोड़ा उलझा हुआ है। भाजपा पुराने सहयोगियों को भी साथ में रखना चाहती है तभी सीटों की संख्या का पेंच उलझ गया है। नीतीश अपने हिस्से की सीटें नहीं छोड़ रहे हैं तो चिराग पासवान, पशुपति पारस, उपेंद्र कुशवाहा और जीतन राम मांझी भी अपनी अपनी मांग पर अड़े हैं। सो, देश के बाकी राज्यों के मुकाबले भाजपा के लिए बिहार थोड़ा मुश्किल दिख रहा है फिर भी भाजपा सारे विवाद सुलझाने में जुटी है।

छह साल बाद टीडीपी की भी एनडीए में वापसी हो रही है और उसके साथ गठबंधन में भाजपा आंध्र प्रदेश की छह लोकसभा सीटों पर लड़ेगी। सोचें, पिछले चुनाव में भाजपा को एक फीसदी वोट नहीं मिला था, जबकि टीडीपी ने 39 फीसदी वोट हासिल किए थे। फिर भी टीडीपी और जन सेना पार्टी के साथ तालमेल में भाजपा छह सीटें लड़ेगी। महाराष्ट्र और उत्तर प्रदेश में तो भाजपा का समझौता इस बात की मिसाल है कि कैसे बड़ी और ताकतवर पार्टी अपने हिसाब से गठबंधन को संचालित करती है। पिछले चुनाव में शिव सेना के साथ तालमेल में भाजपा 25 सीटों पर लड़ी थी लेकिन इस बार दो सहयोगी होने के बावजूद वह 30 सीटों पर लडऩे की तैयारी कर रही है। असली शिव सेना और असली एनसीपी के लिए वह सिर्फ 18 सीटें छोडऩा चाहती है। उत्तर प्रदेश में भाजपा ने अपना दल के अलावा राष्ट्रीय लोकदल और सुहेलदेव भारतीय समाज पार्टी को भी अपने गठबंधन में शामिल किया है लेकिन अपनी शर्तों पर। जयंत चौधरी की पार्टी रालोद को समाजवादी पार्टी ने लोकसभा की सात सीटें दी थीं लेकिन वे भाजपा के साथ सिर्फ दो सीटों पर लडऩे को तैयार हो गए। चार पार्टियों के साथ तालमेल के बावजूद उत्तर प्रदेश में भाजपा 74 सीटों पर लडऩे वाली है।
ऐसा नहीं है कि भाजपा ने सिर्फ सीटों के बंटवारे में अपनी मर्जी चलाई है और सहयोगियों को कम सीटों पर लडऩे के लिए तैयार किया है। भाजपा ने वैचारिक मुद्दों और राजनीतिक एजेंडे पर भी सहयोगी पार्टियों को अपने साथ लिया है। हालांकि इस मामले में भी बिहार अपवाद है, जहां भाजपा को जनता दल यू की लाइन पर चल कर जाति गणना और आरक्षण बढ़ाने के मुद्दे का समर्थन करना पड़ रहा है। बाकी राज्यों में भाजपा ने जाति गणना और आरक्षण के मुद्दों को हाशिए में डाला है। हिंदुत्व के एजेंडे से दूरी दिखाने वाली पार्टियां और नेता भी भाजपा के हिंदुत्व व राष्ट्रवाद के एजेंडे को स्वीकार करके गठबंधन में शामिल हुए हैं।
