देहरादून। गांवों के सुनियोजित विकास के लिए प्रत्येक विकासखण्ड में 5-5 गांवों को आदर्श ग्राम बनाने की दिशा में कार्य किये जाएं। देश के शीर्ष 100 आदर्श गांवों की श्रेणी में उत्तराखण्ड के 10 गांवों के नाम भी शामिल हों, इसके लिए गावों के समग्र विकास के लिए योजनाबद्ध तरीके से कार्य किये जाएं। ग्राम चौपाल के आयोजन में शासन के वरिष्ठ अधिकारियों और जनपदों में जिलाधिकारियों द्वारा प्रतिभाग किया जाए तथा ग्राम पंचायतों के प्रबुद्धजनों के साथ बैठकर गांवों की विकास योजनाओं पर कार्य किया जाए। ग्राम सभाओं के स्थापना दिवस उत्सव के रूप में मनाये जाए, इनमें उन गांवों के प्रवासी लोगों को प्रतिभाग करने के लिए विशेष रूप से प्रतिभागी बनाया जाए। यह बात मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को सचिवालय में पंचायतीराज विभाग की समीक्षा के दौरान कही।
मुख्यमंत्री ने बैठक में अधिकारियों को निर्देश दिये कि मानक तय कर पंचायत भवनों का निर्माण किया जाए। ग्राम पंचायतों में जो भी पंचायत भवन बनाये जा रहे हैं, वे पर्वतीय शैली में बनाये जाय, जिसमें उत्तराखण्ड की विरासत की झलक हो। पंचायत भवनों के लिए उचित स्थलों का चयन किया जाए, ताकि उनका ग्राम पंचायतों में पूर्णतः उपयोग हो सके। पंचायत भवनों के निर्माण के लिए राज्य सरकार द्वारा स्वीकृत की जा रही 10 लाख की धनराशि को बढ़ाकर 20 लाख रूपये करने के निर्देश मुख्यमंत्री ने दिये। गांवों में सड़क निर्माण के समय नालियां भी बनाई जाय, ताकि जल निकासी की समस्या न हो। ग्राम पंचायतों में ओपन जिम और पार्कों की व्यवस्थाएं सुनिश्चित की जाए। मुख्यमंत्री ने निर्देश दिये कि सेना और अर्द्धसैन्य बलों के शहीदों के नाम पर उनके गांवों में द्वार, स्कूल और पंचायत भवनों के नाम रखे जाएं और गांवों में शिलापटों पर शहीदों के नाम अंकित करने की व्यवस्था बनाई जाए।
मुख्यमंत्री ने अधिकारियों को निर्देश दिये कि गांवों के विकास के लिए 15वें वित्त आयोग से राज्य को प्राप्त धनराशि का योजनाबद्ध तरीके से उपयोग किया जाए। स्वच्छता, कूड़ा निस्तारण पर विशेष ध्यान दिया जाए। उन्होंने कहा कि यह सुनिश्चित किया जाए कि गांवों के विकास के लिए जो भी योजनाएं बनाई जाए, धरातल पर पहले उसका आंकलन किया जाए। सभी ग्राम पंचायतों में कम्प्यूटर और हाई स्पीड इन्टरनेट कनेक्टिविटी की व्यवस्था की जाए।
